Contemporary studies of information security (IS) culture often take the organization as a rational instrument designed by top management to shape the behaviour of employees in purposive ways. The study of IS-culture typically takes culture as the independent variable, without attempting to understand why patterns of attitudes and values may vary across contexts. We will examine the linkages between underlying values and a broad range of social structures (public and private sectors, organizations, professions, generations, etc). This will inform the more holistic and prescriptive projects with valuable information on universalistic organizational prerequisites.
