Flammable goods
Flammable goods are a collective term for flammable gases, flammable liquids and fire-reactive substances. All flammable goods are covered by the Act (2010:1011) and the Ordinance (2010:1075) on flammable and explosive goods.
Flammable gases
Gases or gas mixtures which form a flammable mixture with air at 20 °C and a standard pressure 101.3 kPa.
Flammable liquids
Liquids with a flash point not exceeding 100 °C. The flash point is the lowest temperature at which a liquid can give off vapour to form an ignitable mixture in air. Flammable liquids are classified by their flash point, as shown below.
Fire-reactive substances
Substances or mixtures which may cause or aggravate a fire but which are not flammable gases or liquids. The fire-reactive substances defined by the Swedish Civil Contingencies Agency as substances covered by the Act on Flammable and Explosive Goods (2010:1011) are as follows:

- Organic peroxides
- Ammonium nitrate
- Weakly nitrated nitrocellulose
