This research project aims to explore the digitalisation of the Ukrainian tax administration, using the framework proposed by the OECD in their Tax Administration 3.0 report. By conducting a comparative study between the Swedish and Ukrainian tax systems, the project seeks to deepen our understanding of how digitalisation can be implemented in countries with differing levels of technological development.

A key aspect of the study is examining how a digitalised tax administration can be designed to withstand crises, such as armed conflicts. Ukraine’s ongoing challenges provide a unique opportunity to investigate how tax systems can remain functional and secure in the face of extreme disruptions. The project will explore the strategies, technologies, and structural adaptations needed to create a robust and resilient tax administration.

The knowledge gained will not only offer valuable insights into Ukraine’s digital transformation but also inform strategies to strengthen Sweden’s own tax administration. By identifying measures to improve resilience and stability, this research aims to ensure that Sweden’s tax system can continue to function effectively even during times of crisis.
